Did he mean it when he said "I would marry youu ?"?

I met this guy through a mutual friend at a party , and the first time , we didn't talk all that much , but it was a weird feeling I got inside about him , kinda subtle , but I just lit up a bit , and was very attracted to him .. the second time , my same friend brought me to the party , we talked a lot more , we were a little tipsy nothing serious , but we danced with eachother , and were with eachother the whole time , just talking and he eventually sat me on his lap and we were just sitting there ,.when.his friend said something about how cool I was , and he shook his head and looked into my eyes and said .. I would marry youu. Now he had had a few drinks , as had I , however we had had these feelings before that , its just a bizarre little spark , like everything lights up a bit when I see him . I'm wondering .. did he mean this ?? P.s ..I'm 19 he is 22
